Abstract
傳統上憲政制度並不被視為是影響政黨的獨立變項,因此缺乏對於總統制與半總 統制分權體系下的政黨之一般性假設。而對半總統制的相關研究,也很少就此種制度結構下政黨的發展、組織和行為之特性加以深究。然而,愈來愈多的研究者觀察到,在總統制和半總統制下出現「政黨總統化」的現象,因此憲政制度對政黨之形塑確實扮演一定的角色。在這樣的背景下,本計畫係以台灣兩大政黨執政時期為研究對象,主要涵蓋公元2000年後迄2021年間幾位總統任內的個案,探討政黨總統化現象以及其對政黨政府性質的影響。 
Traditionally, the constitutional structure is not considered to be an independent variable that affects political parties, and therefore lacks general assumptions about political parties under a presidential and semi-centralized system of decentralization. The related research on the semi-presidential system rarely studies the characteristics of the development, organization and behavior of political parties under this system structure. However, more and more researchers have observed that the phenomenon of presidentialization of political parties occurs under the presidential and semi-presidential systems, so the constitutional system does play a certain role in shaping the political parties. This project is based on the study of the two major political parties in Taiwan, mainly covering the cases of several presidents from 2000 to 2021, to explore the phenomenon of the presidentialization of political parties and its influence on the nature of party government.
